Federal AI Governance and Transparency Act

The top Democrat and Republican on the House Oversight and Accountability Committee, Reps. James Comer (R-Ky.) and Jamie Raskin (D-Md.), along with six other cosponsors, have introduced the bipartisan Federal AI Governance and Transparency Act. This legislation aims to increase transparency and accountability in the federal use of artificial intelligence (AI) by requiring agencies to notify individuals when AI significantly influences government decisions and to offer an alternative review process.

It mandates public disclosure of governance charters for high-risk AI systems or those interacting with records protected by the Privacy Act, stored in a centralized Federal AI System Inventory. The bill seeks to ensure fair and impartial AI use, streamline existing laws, and define the role of the Office of Management and Budget in AI governance.

AI LLMs = VCRs?

Microsoft is defending itself against The New York Times' copyright infringement lawsuit involving OpenAI by drawing parallels between its use of large language models (LLMs) and historical technologies like the VCR, which have been legally accepted despite potential copyright issues.

Microsoft's argument hinges on the precedent that technologies capable of copyright infringement have been deemed legal if they also have substantial lawful uses, a principle previously applied to various technologies including the VCR.

This initiative, highlighting a collaboration with companies like Northrop Grumman and Anduril Industries, represents a significant step in leveraging AI and machine learning for real-time intelligence and decision-making support on the battlefield, with the ultimate goal of enhancing the Army's strategic and tactical responsiveness.

Google search’s battle against AI generated content

Google has announced a major search quality update aimed at combating the manipulation of search rankings by the SEO industry, including AI-generated content designed merely for attracting clicks. Google aims to reduce low-quality and unoriginal content by 40%, also addressing site reputation abuse where reputable sites host low-quality content to mislead users.

The update, which also tackles expired domain abuse, is part of Google's broader effort to restore the credibility of its search results amidst growing concerns over AI-generated content's impact on search quality. This policy announcement, made two months in advance of its enforcement on May 5, allows site owners time to adjust, highlighting Google's commitment to improving the overall search experience and countering the rise of SEO spam.
